Building Regulations - Part P

The Government introduced a new law on 1st January 2005, which demands that most electrical work in UK households is only carried out by a 'competent person'. It is designed to reduce accidents caused by unsafe installations and prevent incompetent installers from leaving installations in an unsafe condition. If a householder does not have work which is covered by the Part P regulations carried out by a registered electrician they are breaking the law and risk being fined upto £5,000.

Electrical safety requirements have been included in these Building Regulations. The law states that anyone carrying out fixed electrical installations in households in England and Wales must ensure that electrical installations are:

'Designed and Installed to afford appropriate protection against mechanical and thermal damage, so that they do not present electrical shock and fire hazards to people and they should be suitably inspected and tested to verify that they meet the relevant equipment and installation standards'.

The Part P Regulations apply to the following:

Dwelling houses and flatsDwellings and business premises that have a common supply eg shops that have a flat aboveCommon access areas in blocks of flats such as laundriesIn or on land associated with dwellings, such as fixed lighting or pond pumps in gardensOutbuildings such as sheds, detached garages and greenhouses

With certain exceptions, when it is proposed to carry out electrical installation work in a dwelling or an associated garden, conservatory or detached outbuilding in England and Wales, notification of the proposals must be given to a building control body before work begins, unless the work is undertaken by a person or firm registered with a Part P self certification scheme, such as the National Inspection Council for Electrical Installation Contracting (N.I.C.E.I.C).

Customers will gain an immediate benefit by using the services of a Registered Contractor because the certified installation does not require additional checks by local Authority Building Control departments. Under this scheme Building Control must accept a valid certificate of compliance relating to the work performed as a record of compliance with the building regulations. This makes the process of installation work in dwellings and certification of these installations more efficient and cost effective for all parties involved.

Property owners or developers commissioning electrical installation work that requires a building regulations certificate have the option of drawing upon the expertise of a Registered Contractor that employs a Qualified Supervisor.

Qualified Supervisors are individuals who have demonstrated competence through their qualifications, knowledge and experience of the building regulations and supervising/undertaking electrical installations to BS 7671.
